Sh. Yudhvir Singh Malik, is a retired 1983 batch IAS officer of Haryana cadre. He is a Graduate (BA) and Post-Graduate (MA) in English Literature. He also holds a Graduate degree in Journalism and Mass Communication. In addition, Sh. Y.S. Malik is also a Post-Graduate (MSc) in Development Management.
Sh. Malik has served in various key positions both in the State of Haryana and the Government of India. He superannuated from the position of Secretary to Government of India in the Ministry of Road Transport and Highways in March 2019. Prior to this, he served as the Chairman, National Highways Authority of India (NHAI). He is credited with a number of systemic initiatives in the Highways Sector, conceptualization and development of green-field Economic Corridors in the country besides bringing a quantum-leap in the road construction in the highways sector. He was also responsible for the administration of the regulatory frameworks for road transport, auto emission norms and vehicle safety regulations.
From September, 2014 to September, 2015, Sh. Malik held the important position of the Country’s Food Regulator as the CEO, Food Safety and Standards Authority of India (FSSAI) and was responsible for various important decisions with regard to the development of standards for a number of food items and the strengthening of enforcement functions. Thereafter, he served as an Additional Secretary and Special Secretary in the NITI Aayog, where he handled several important areas. Earlier, he served as Joint Secretary in the Ministry of Corporate Affairs (MCA) during 2004 to 2008 wherein he led the implementation of the first national level e-Governance initiative, known as MCA 21, one of the path-breaking IT initiatives of the Government of India, for which he was the recipient of Prime Minister’s Award for Excellence in Administration in 2008. He was also awarded a national level Gold Award by the Department of Administrative Reforms and Public Grievances, Government of India in the field of Communications and Information Technology in the same year.
Back home in the state of Haryana, his cadre, Sh. Malik served in various key positions of Principal Secretary and Additional Chief Secretary looking after the Departments of Industries & Commerce, IT & Electronics, Mines & Geology, Environment & Forests from 2008 to 2014. Sh. Malik handled various important assignments such as the Deputy Commissioner, a total of about 07 years in the Finance Department in various capacities looking after the Public Finance and Budgeting of the State, and Managing Director of the Haryana State Industrial & Infrastructure Development Corporation (HSIIDC), where he is credited with development of a number of industrial parks and Industrial Townships, prominent among which are IMT Manesar and Growth Centre at Bawal. The Institute of Economic Studies recognised his contribution to the growth of Industrial Sector by conferring on him the national level Udyog Rattan award. He also served in the Power Sector, initially as Member, Finance, Accounts & Commercial of the State Electricity Board where he led the World bank sponsored Power Sector Reforms Project, and later as Chairman of the unbundled Transmission Company of the State.

Brief Profile
Sh. Prabhakar Singh, an eminent, illustrious and visionary technocrat, is a former Director General of the Central Public Works Department (CPWD). In his unprecedented stint of three terms as Director General of CPWD, he turned around the organization and registered a whopping 2,500% growth in its workload. Presently he is the Chairman of the Project Advisory Committee of the International Financial Services Centres Authority at GIFT City, Gandhinagar. He is also a Presiding Arbitrator of the India International Arbitration Centre. He has published four books of poems composed by him –two each in English and Hindi- released by the then President and Vice President of India.
